Trends towards diagnosing breast cancer at earlier stages and
therapeutic improvements have both contributed to changes in survival
patterns. It will be shown that these changes favor the use of the debit
system for underwriting applicants with a history of early stage breast
cancer rather than traditional temporary flat extra ratings.
